Institutional & strategic programme experience
DHARA’s founder built her Ministry of Transport career not only on individual projects, but on creating the institutional systems through which Romania’s major infrastructure investments were financed and delivered.
As Deputy Director General, DHARA’s founder coordinated the preparation of Romania’s first Sectoral Operational Programme for Transport as an EU member state — its institutional framework, implementation framework, applicant guidance and operational procedures.
Established the framework for Romania’s EU pre-accession transport investments, forming the basis for €1.2 billion in non-reimbursable EU funding to Romania’s transport sector.
2000–2006 EU Pre-accession Transport Programme. Served as Sectoral Authorising Officer, overseeing procurement, contract signature, project management and payment authorisation.
EU technical assistance programme, €4 million budget; Ministry representative on the Steering Committee.
€5 million EU technical assistance programme — Ministry of Transport representative on the Steering Committee; negotiations with the EU and preparation for an investment of €3 billion in the Railway Rehabilitation of Corridor IV.
Ensured management of the preparation of the strategic document (2007–2009), coordinating all actors involved, including the Romanian Parliament.
